The USNO has "adjusted" the timeline of the solstice on 21-12-2012 from 11:11 to 11:12. See for yourself;

The only other timeline changed as far as I know is 2018. And when was it to happen and when does it happen now?

It was changed from 22:22 to 22:23.

The numbers 11:11 & 22:22 need no explanation.

We sometimes update the data tables on our website based on new
timescale data. You may have noticed that several other years besides
2012 were affected.

Several?

What's the timescale data based on?

The predictions for the future value of Delta T (TT-UT1, see http://en.wikipedia.org/wiki/Delta_T) are constantly being refined. It had been a long time since we had originally estimated the values on the
Earth's Seasons page. The change in the predicted value for Delta T caused in several cases for the times to shift by a minute. In reality the actual change was only a few seconds but in a lot of instances (including Winter Solstice 2012) this caused it to be rounded up to the next minute.

Does a change in the wobble/rotation of the Earth have anything to do with the timeline change?

Yes, the wobble of the Earth has changed. It is constantly changing. Timescale adjustments are required because the Earth's spin rate is also constantly changing. Please check out the information provided at http://www.usno.navy.mil/USNO/earth-orientation/eo-info/faq to learn

So why are there only changes in 2012 & 2018?
