According to A Course in Miracles, the answer is that the mass consciousness of humanity feels it is un-deserving of God's love. We feel it is necessary to punish ourselves before we think God would punish us, if that were the case and it's not. Mass consciousness feels God is a punishing and unforgiving Supreme Intelligence and if we attack ourselves first, we won't have to have God punish us. It is erroneous thinking to think this is so but some still believe this is so.
