Urban anti traffic congestion idea

The opening and closing hours of businesses should be staggered to  reduce traffic jams.
Instead of having 80% ( or whatever the real number is for any given area) open
at 9am....how bout  having 33% open at 7:30, 33% at 9 and another 33% at 10:30.
Something along these lines could work!
